財團法人東台灣研究會文化藝術基金會成立於1994年、2000年正式立案。主要回應臺灣東部長期面臨的文化、教育與研究資源不足的處境,致力於建立一個關注土地與人群發展、結合學術與實踐的公共平台。我們相信,地方所累積的知識與經驗,不僅是文化保存的重要基礎,更是面對未來社會與環境挑戰的重要資源。

基金會長期投入東台灣研究資源的建構,透過出版、典藏、研究計畫與教育推廣,促進地方知識的整理、轉化與公共分享。現已累積八千餘冊相關文獻典藏,並持續出版《東台灣叢刊》專書與《東台灣研究》期刊,提供社會各界近用在地知識的管道。同時,透過與政府及民間組織合作,推動調查研究、文化紀錄、課程與工作坊、論壇與展演等多元形式的行動,逐步建立東台灣的知識交流與社會對話平台。

在推動策略上,基金會以「在地為主體的人才培育與地方知識建構」為核心,發展四大平台作為長期行動架構:

  • 城鄉發展平台:關注環境治理與公民參與,推動公私協力,透過國土生態綠網、里山倡議與社區行動協力,培力在地參與公共事務與環境守護的能力。
  • 地方書寫平台:培育在地主體的書寫與記錄能力,透過出版與發表,讓地方經驗得以被看見、被理解,並持續傳承。
  • 自主學習平台:支持多元學習型態與自學社群,發展共學與賦能網絡,促進在地主體意識與知識的生成與共享。
  • 文化藝術平台:連結藝術創作與地方研究,支持跨域創作與文化技藝傳承,培育多元且具在地視野的文化實踐者。

透過四大平台的交織運作,基金會持續串聯研究者、教育者與地方工作者,推動跨領域合作,並深化東台灣在地社會的文化韌性與行動能量。

未來,我們將持續拓展與國內外夥伴的合作關係,支持在地人才參與國際交流,並推動文化、教育與環境議題的跨域對話。我們也誠摯邀請關心東台灣發展的個人與組織,一同參與與支持這項長期而細緻的工作,讓地方知識得以累積、流動,並成為連結過去與未來的重要力量。

The Eastern Taiwan Studies Cultural and Arts Foundation was established in response to the long-standing lack of cultural, educational, and research resources in eastern Taiwan. It is dedicated to building a public platform that brings together academic inquiry and practical engagement, with a focus on the land and its people. We believe that the knowledge and experience accumulated within local communities are not only essential to cultural preservation, but also vital resources for addressing future social and environmental challenges.

Over the years, the Foundation has committed itself to developing research resources for eastern Taiwan. Through publications, archival work, research projects, and educational outreach, we support the documentation, transformation, and public sharing of local knowledge. To date, we have collected more than 8,000 volumes of related materials, and continue to publish book series and academic journals, providing accessible pathways for the wider public to engage with local knowledge. At the same time, we collaborate with government agencies and civil society organizations to carry out research, cultural documentation, courses and workshops, forums, exhibitions, and other diverse initiatives, gradually building a platform for knowledge exchange and social dialogue in eastern Taiwan.

In terms of our approach, the Foundation centers on “locally rooted talent development” and “the construction and empowerment of local knowledge,” and has developed four core platforms as its long-term framework for action:

  • Urban and Rural Development Platform: Focusing on environmental governance and civic participation, this platform promotes ecological network initiatives, the Satoyama Initiative, and community-based actions, strengthening local capacity to engage in public affairs and environmental stewardship.
  • Local Writing Platform: This platform cultivates the ability of local individuals to write and document their own experiences. Through publication and public sharing, it enables local knowledge to be seen, understood, and passed on.
  • Self-Directed Learning Platform: Supporting diverse forms of learning and self-organized learning communities, this platform develops locally grounded curricula and networks for collaborative learning, fostering the co-creation and sharing of knowledge.
  • Culture and Arts Platform: Connecting artistic creation with local research, this platform supports interdisciplinary practices and the transmission of cultural skills, nurturing cultural practitioners with diverse perspectives rooted in place.

Through the interconnection of these four platforms, the Foundation continues to bring together researchers, educators, and local practitioners, encouraging cross-disciplinary collaboration and strengthening the cultural resilience and collective capacity for action within eastern Taiwan.

Looking ahead, we will continue to expand partnerships both locally and internationally, support local talents in engaging with global exchanges, and foster dialogue across cultural, educational, and environmental fields.
